Polymarket Officially Blocked in Ukraine: What We Know

Ukraine has officially restricted access to polymarket.com. The domain has been added to the list of blocked resources following a decision by the National Commission for the Regulation of Electronic Communications (NCEC).

The restriction is based on NCEC Resolution No. 695 dated December 10, 2025. The resolution obliges Ukrainian internet service providers to block access to several online platforms that, according to the regulator, are used to provide gambling services without a valid Ukrainian license.

Information about the blocking of polymarket.com is already available in the public registry of restricted resources. Polymarket operated as a decentralized crypto-based prediction market, allowing users to place bets on the likelihood of specific events. However, the platform did not hold a Ukrainian gambling license.

This decision aligns with Ukraine’s broader regulatory approach toward combating illegal online gambling platforms. At the same time, the case has reignited discussions around the legal classification of prediction markets, which are often positioned not as traditional gambling, but as tools for collective forecasting and market-based analytics.

The situation raises a broader question: do prediction markets require a separate regulatory framework under Ukrainian law, particularly in light of the rapid growth of Web3 and decentralized finance platforms?
